Customs tranzit

General guidelines regarding goods under customs transit

  • Uncleared goods at the customs entry point into the country can be transported under customs transit within Romanian territory, where customs duties are guaranteed;
  • Cleared goods at a customs office inside Romania are in customs transit until they reach the customs office at the border;
  • The transporter of the goods is also responsible for customs issues;
  • A transit customs statement must be register by the above mentioned at the customs office at the point of departure;
  • The end of the customs transit arrangements is to be established by the customs office at the point of departure, but will not be more then 45 days;
  • The customs transit regime ends when all goods and documents are presented at the destination customs office;
  • The declaration of customs transit requires customs duties payments and import taxes, in case the transporter does not bring the goods to the destination customs office in due time or brings them with deficiencies or substitutes.

Required documents

  • Specifications (commercial invoices or proforma invoices) or other documents which show the value of the goods in transit - provided by the exporter;
  • Request to customs for approval of the tranzit regime - made by importer;
  • Confirmation of guarantee, original issues by the destination customs office - provided by the importer;
  • Proof of the deposit of the guarantee (e.g: letter of guarantee, bank deposit) - provided by the importer;
  • Other customs polixy documents (phyto- sanitary approvals, licences issued by the Ministry of Industry, Health) - provided by the importer.
