General guidelines regarding the import of goods by representative offices

Representatives of foreign traders and companies that have legally established in Romania can import goods to establish and maintain their headquarters, on payment of appropriate customs duties.

Representative offices, agencies and departments of other nations in Romania can import samples, publicity materials and advertising in association with articles destined for the Romanian marketplace or for exhibitions, trade fairs, lectures or symposia on payment of appropriate customs duties.

Note: On the basis of reciprocity reductions, exceptions and waivers of customs duties on goods imported for the establishment or maintenance of representatives are approved.

The reciprocity condition is applicable only on the basis of a confirmation letter issued by the customs authorities in the mother country stating that the Romanian representative offices benefit of the same conditions.

Required documents

  • Commercial invoice or proforma invoice - made by the exporter and sent with the shipment or provided by the importer on behalf of the exporter;
  • Working licence of the representatives and fiscal code - provided by the importer;
  • Parcel list specifying the content of each, where goods are contained in more that one package - made by the exporter;
  • Other customs policy documents (approvals, notices) - provided by the importer.
