Personal effects

This section offers the necessary information to the private persons that want to import personal effects to Romania.

This section offers information concerning:

  1. Situations exclusive of customs duties payments;
  2. Situations inclusive of customs duties payments;
  3. Required paperwork for customs.

Please follow this guide and complete the paperwork requested by the Romanian Customs Authorities to ensure a faster clearance and delivery of your shipment.

Situtations exclusive of customs duties

Goods, imported by legal entities through an airexpress carrier with a value of not more then 12 EURO (equivalent in ROL) are exclusive of customs duties. Custom clearance is made only on the basis of the airwaybill (AWB).

The Romanian Customs reserves the right to ask for notifications, licences, quality certifications, etc. when applicable.

Travelers and Romanian nationals, resident in Romania or abroad, may export from the country, as unaccompanied luggage, exclusive of customs duties payments, the following goods:

  • Personal effects and medicines, in a reasonable quantity, necessary for the time spent abroad;
  • Books, publications, recordings of any kind, slides and similar effects meant for personal use;
  • Effects received as prizes from official contests or competitions;
  • Other personal effects;
  • Individual effects with a value not exceeding EURO 500 (equivalent in ROL);
  • Individual goods with an individual value exceeding EURO 500;
  • Art objects, art collection items and antiquities;
  • Artificial limbs or plates, instruments or various apparatus for disabled persons;
  • Goods sent temporarily for repair within their warranty period.

Situations inclusive of customs duties payments

To all effects which are not included according to the quantity and value limits defined above, a customs fee of 20% on the value of the goods assessed by customs plus 19% VAT will be applied.

The value of these effects will be calculated by Romanian Customs as per the List of Values issued by the Finance Ministry.

Note: If any item is not included in the List of Values then the General Customs Department will determine the value using invoices, bills, etc. as evidence.

Required documents

  • Inventory list;
  • Identity card (copy);
  • Request to customs;
  • For Romanian nationals, resident in Romania, who are sent abroad for work or study it is also necessary to present an Authorisation issued by the employer or education institution stating also their position.
