Export for commercial purposes

This section offers the information needed by all companies that want to permanently export effects for commercial purposes.

It offers information concerning:

  1. General guidelines regarding permanent export;
  2. Required paperwork for customs.

Please follow this guide and complete the paperwork requested by the Romanian Customs Authorities to ensure a faster clearance and delivery of your shipment.

1. General guidelines regarding permanent export

Permanent export is applicable for effects that are taken out of the Romanian territory for good and are meant to remain outside its borders permanently.

Permanent export could be the conclusion of a temporary outward processing export or not, or temporary import (admission). Effects for export should be in free circulation and under no prohibitions or restrictions settled by any trade policy.

  • In line with G.D. no.428/2004, G.O. 59/2003, exporting goods from Romania was liberalized, except where there are restrictions on the number of goods allowed to leave the country, as well as, where there are other controls associated with international conventions to which Romania is party.
  • The Ministry of Trade and Industry was given the power to establish temporary quantity restrictions on a number of some effects in order to maintain a general balance in the internal market, general security, and to protect Romania's cultural and artistic heritage and natural resources.

The same system of codes and names as the one used for import will be employed in customs documents regarding the type and nature of the effects that shall be given the export acceptance.

The exporter must register an export customs declaration at the customs office in the same district as their headquarters or at the place where the goods are packed or loaded for export.

Note: In some cases, the customs declaration can be registered at the border customs office. Goods cleared at an internal customs office are considered to be in transit until they reach the border customs office. In this case goods for export should be ready for clearance at these internal customs offices with all appropriate transport documents at least 24 hours before export.

The value of exported goods in the customs declaration is expressed in currencies approved by the National Bank of Romania and considered free at border.

2. Required documents for customs

  • Commercial invoice if the export is payable in foreign currency;
  • Proforma invoice if export is not payable in foreign currency;
  • Specification of invoice;
  • Statement of good origin or EUR1 certificate;
  • Request to customs if export is not payable in foreign currency (e.g. samples);
  • Registration Certificate and Fiscal Registration Certificate;
  • Other licenses and export approvals depending on the type of goods:
    • Sanitary export approval - Ministry of Health;
    • Sanitary - veterinary certificate - Ministry of Agriculture and Ministry of Health;
    • Quality certificate Phyto - sanitary certificate - Ministry of Agriculture and Ministry of Health;
    • Certificat fito-sanitar - Ministerul Agriculturii si Ministerul Sanatatii;
    • Export license - Ministry of Industry;
    • Trade Approval from O.P.C.N.
