Export - Art and valuable objects

This section describes the requirements for exporting art and valuable objects from Romania.

It offers information concerning:

  1. The shipper is a member of the "Artists' Union of Romania";
  2. The shipper is not a U.A.P. member;
  3. The producer is unknown;
  4. Mass produced effects.

Please follow this guide and complete the paperwork requested by the Romanian Customs Authorities to ensure a faster clearance and delivery of your shipment.

1. The shipper is a member of the "Artists' Union of Romania"

Where the exported effects may be considered part of Romanian national heritage (e.g. paintings, works of art, furniture, etc.) and the shipper is a member of the "Artists' Union of Romania", the following documents are necessary for customs clearance:

  • Standard invoice issued when the painting has been valued;
  • Adresa din partea UAP din care sa reiasa calitatea de membru al acesteia;
  • Colour photos (with the stamp stating "Customs free - U.A.P.) - of the object;
  • Stamped with "Customs free - U.A.P." - on the object;
  • Request to customs;
  • Identity papers of the shipper.

2. The shipper is not a U.A.P. member

If the exported effects are thought to be part of Romanian national heritage (e.g. pictures, works of art, furniture, etc.) and the shipper is not a member of "Artists' Union of Romania", the following documents are necessary for customs clearance:

  • Approval from O.P.C.N.(Oficiul Patrimoniului Cultural National);
  • Colour PHOTOS (with O.P.C.N. stamp on the back);
  • O.P.C.N. stamp on the object;
  • Permanent or temporary export certificate released by O.P.C.N. and evaluation (according to disposition no. 1284 / 12.11.1996) Identity papers of the shipper Request to customs.

3. The producer is unknown

If the exported effects are thought to be part of Romanian national heritage but the producer is unknown (e.g. pictures, glass, works of art, furniture, etc.) the following documents are necessary for customs clearance:

  • Approval from O.P.C.N. ; 
  • Color photos(with O.P.C.N. stamp on the back);
  • Lista de inventar;
  • O.P.C.N. stamp on the object;
  • Request to customs;
  • Identity papers of the shipper.

4. Mass produced effects

Where the exported goods may be considered part of Romanian national heritage (e.g. pictures, carpets, glass, works of art, furniture, etc.) and are mass produced the following documents are necessary for customs clearance:

  • Invoice issued by producer (not older then 12 months);
  • Letter from producer to certify that the effects are part of his company object of activity;
  • Request to customs;
  • Identity papers of the shipper;
  • Packing list.
